      <title>Regulating Bodies &amp;amp; Influencing Health: Nudges, Incentives, &amp;amp; Public Policy</title>

      <description><![CDATA[	<p>Government and policy-makers on both sides of the Atlantic have begun to draw on behavioural research when constructing health-affecting public policy and legislation. The relevant studies suggest that individuals are susceptible to a range of influences upon the decisions they make; for example, choices are shaped by the presentation of certain options as defaults or how available options are framed. Is it appropriate to use this knowledge to ‘nudge’ the public towards making better health-affecting decisions? Are such interventions ethically justifiable? Do they wrongly interfere with individual autonomous choice? Can they be justified by appeal to the idea of so-called ‘libertarian paternalism’, through promoting individuals’ interests whilst also preserving their liberty? Can, and if so ought, the state remain neutral in relation to such policy choices? </p>	<p>This symposium is organised by the Centre for Social Ethics &amp; Policy at the University of Manchester, UK. </p>

	<p>It is funded by the Wellcome Trust in conjunction with the University of Manchester’s Wellcome Trust Strategic Programme ‘The Human Body: Its Scope, Limits, and Future’. </p>

	<p>Attendance is free. Lunch and refreshments will be provided. However, places are limited due to the venue size. </p>

	<p>This symposium will bring together philosophers, lawyers, economists, and social scientists and will focus on the use of nudges (and other ways of influencing) as policy measures for influencing the public’s health. The objectives of the meeting are to: </p>

		<li>Explore recent research from the behavioural sciences which is being used to inform health-affecting public policy;</li>
		<li>Examine ethical issues in relation to behaviour change; in particular, through the use of nudges; and</li>
		<li>Discuss how these initiatives are being incorporated into health-affecting public policy and, further, whether they should be used in this way.</li>

      <title>OZSE PhD&#45;Seminar Employment after your PhD&#45;project: A jobs market workshop and an excursion</title>

      <description><![CDATA[	<p>The <abbr>OZSE</abbr> PhD-seminar on May 25th consists of three activities: discuss the job market for ethicists from different employers, an interview workshop and an excursion to the Dutch parliament. For the morning session we invited two speakers: Frans Brom from the Rathenau Institute and Alies Struijs from the Centre for Ethics and Health (Centrum voor Ethiek en Gezondheid, <abbr>CEG</abbr>). Both speakers will give presentations on their organisations and fields of work, the typical tasks of their work and the roles they envision for ethical reflection. They will also tell us about the added value of ethicists and the skills sets required for the job. The morning session concludes with a discussion between guests and participants on the possibilities and requirements of ethicists on the job market.</p>	<p>After lunch, PhD-students are offered the opportunity to practice job interviews with representatives of the agencies/companies that presented themselves during the morning session. There will be ample room for questions during this interview workshop, e.g. to further explore the role that ethical reflection plays in different practical domains. This is a unique opportunity to find out what life is like outside of academia and whether it may be suitable for you!</p>

	<p>In the second part of the afternoon we will have a guided tour through the Dutch parliament (Tweede Kamer). The politicians Ruard Ganzevoort (GroenLinks) and Heleen Dupuis (<abbr>VVD</abbr>) will give us a lecture about their field of employment and the ethical problems politicians face at work, followed by a guided tour through the Dutch parliament.</p>

	<p>For visiting the Dutch Parliament you are required to bring an ID or passport with you.</p>

      <title>International Conference Human Rights in Childbirth</title>

      <description><![CDATA[	<p>This international conference will convene for discussion and clarity on the scope of birthing women&#8217;s human rights to authority, support and choice in childbirth. </p>	<p>In December, 2010, the European Court of Human Rights issued the first holding of a high human rights tribunal addressing the legal authority of birthing women as a human rights issue. In Ternovszky v. Hungary, the <abbr>ECHR</abbr> addressed the criminal prosecution of midwives in Hungary for supporting out-of-hospital births. The <abbr>ECHR</abbr> stated that the human right to privacy and therefore the right concerning the decision to become a parent includes the right of choosing the circumstances of becoming a parent. The Court is satisfied that the circumstances of giving birth incontestably form part of one&#8217;s private life for the purposes of this provision (&#8230;).&#8221;</p>

	<p><strong>Aim of the Conference</strong>
	<ol>
		<li>To discuss, debate, explore and clarify the practical implications of the European Court of Human Rights’ 2010 holding that women have a human right to choose the circumstances and location in which they give birth.</li>
		<li>To convene stakeholders in the obstetric system of the Netherlands for meaningful dialogue about the legal status, efficacy, and future of birth options in this country.</li>
		<li>To publish a collection of legal and scholarly materials on human rights in childbirth, authored by conference participants.</li>
	</ol></p>

	<p><strong>Conference Format</strong><br />
The conference will be held over two days. The first day will convene international multi-disciplinary experts able to unpack and explain the context and significance of the European Court of Human Right&#8217;s 2010 holding in <em>Ternovszky v. Hungary</em>. The second day will focus on the Dutch birth system, and the role of home and hospital birth in its past, present and future.</p>

	<p>Each of the two days of the conference will consist of four panel discussions of 90 minutes to two hours each. Each panel will have several experts articulating a range of diverse perspectives and opinions on the subject for that panel’s discussion. The format of the panels will be structured to include audience participation throughout the conference.</p>

	<p>The conference will convene an audience of up to 500 participants at the Hague University. The audience will consist of  lawyers, ob/gyns, midwives, other medical professionals, doulas, students of all these professions, parents and consumer groups and interested parties from a wide range of other disciplines. For those who are unable to attend the conference in person, the conference will also be available by webinar.</p>

      <title>Proposal for Guidance on Medical Research  for and with Older People in Europe</title>

      <description><![CDATA[	<p>Older people are under represented in clinical trials. The absence of proper recruitment or not enough presence of the older people in clinical development plan of new medicinal products is a fact for products not specifically devoted to ageing populations.</p>	<p>The <abbr>EFGCP</abbr> Geriatric Medicine Working Party has developed together with various stakeholders from academia, industry and patients associations a draft proposal for guidance on medical research with and for older people.</p>

	<p>The document provides recommendations on various ethical aspects of clinical trials performed in older people, and who may belong to a vulnerable patient population. This will contribute to the protection of all older people when they become vulnerable patients in clinical trials and a better inclusion rate of this population.</p>

	<p>Care has been and remains a contested concept. The notion of &#8216;critical care&#8217; reflects the way in which:</p>

		<li>Ethics of care scholars and practitioners have highlighted the critical place of care in ensuring survival, well-being and social justice.</li>
		<li>Care has been subject to critique for being oppressive, paternalistic and at odds with disabled people&#8217;s struggle for citizenship.</li>
		<li>Care is a political as well as personal issue.</li>
		<li>There are examples of what are nominally &#8216;care services&#8217; being revealed to be anything but caring. Criticisms of what is called &#8216;care&#8217; reveal the necessity for a critical analysis of how and why poor practice and abuse continues.</li>
	</ul>

	<p>The pursuit of a positively critical approach to both the theory and practice of an ethic of care is timely. This conference is designed to stimulate and develop a growing body of scholarship and practice wisdom challenging the dominance of neo-liberal thinking that has relegated care values to a marginal position. It reflects enduring evidence of the importance of care in people&#8217;s everyday lives and in policy making.</p>

	<p>The conference is designed to bring together those whose starting points may be very different, but who share an interest in developing work that can promote critical thinking about care.</p>

      <description><![CDATA[	<p>Damit Ethik relevant wird, braucht es Menschen, die ethische Kriterien verinnerlicht haben und nach ihnen leben und Organisationsstrukturen, in denen ethische Entscheidungsprozesse verankert sind. </p>	<p>Nur, wenn es einer Einrichtung gelingt, transparente, definierte und öffentlich gemachte Verfahren zu etablieren, wie eine Problemstellung zu einer ethischen Frage werden kann und konkret behandelt wird, wird Ethik für eine Einrichtung wirklich bedeutsam. Ziel des Praxisseminars ist es, bewährte ethische Instrumente wie die »Ethische Fallberatung« oder eines »Ethikkomitees« zu prüfen, ob sie in der komplexen Organisation eines Krankenhauses oder Heims relevant sind. Welche Voraussetzungen sind nötig, damit Ethik nicht zu einem Feigenblatt verkommt, sondern einen positiven Beitrag für die Entwicklung einer Organisation leisten kann?<br />
An der Erarbeitung einer ethischen Leitlinie wird aufgezeigt, wie es nachhaltig gelingen kann, ein ethisch relevantes Thema in der Organisation abzusichern. </p>

      <title>Personalisierte Medizin – der Patient als Nutznießer oder Opfer?</title>

      <description><![CDATA[	<p>Die Entwicklung und Anwendung von Medikamenten und Therapien erfolgte bisher nach dem Prinzip „one fits all“ überwiegend für recht große Gruppen von Patienten. Die sogenannte personalisierte Medizin führt aufgrund neuer Erkenntnisse über genetische Profile und Biomarker zu einem weitaus differenzierteren Vorgehen. Menschen mit scheinbar derselben Erkrankung reagieren zum Beispiel aufgrund ihrer individuellen Merkmale höchst unterschiedlich auf ein und dasselbe Medikament: Wird bei dem einen trotz hoher Dosierung gar kein Nutzen erzielt, profitiert ein anderer mit großer Wahrscheinlichkeit schon bei geringer Dosierung.</p>	<p>Zunehmende Kenntnisse über individuelle Unterschiede auf molekularer Ebene nähren die Hoffnung auf gezielte und effektive Behandlungsstrategien unter Vermeidung belastender Nebenwirkungen.</p>

	<p>So begrüßenswert dies ist, so laut sind auch die Zweifel und Fragen:Nutzt die personalisierte Medizin dem Patienten und welche Pflichten bringt sie für Patient und Arzt mit sich?</p>

	<ul>
		<li>Kann in Zukunft jeder Patient die wirksamste Therapie erhalten?</li>
		<li>Bewirkt die personalisierte Medizin einen Wandel des Arzt-Patienten-Verhältnisses?</li>
		<li>Wie wird sich die personalisierte Medizin voraussichtlich auf die Gesundheitskosten auswirken? Wird das Solidarsystem der Krankenversicherung davon überfordert?</li>
		<li>Welche Herausforderungen ergeben sich für die pharmazeutische Forschung?</li>
	</ul>

	<p>Mit seiner Jahrestagung möchte der Deutsche Ethikrat ethische und gesellschaftliche Fragen der personalisierten Medizin in den Blick nehmen und dabei den Patienten in den Mittelpunkt stellen. Drängende Fragen zukünftiger medizinischer Versorgung werden vor dem Hintergrund des derzeitigen Forschungsstandes mit Medizinern, Natur- und Geisteswissenschaftlern, Vertretern der Patienten und der Wirtschaft sowie mit der Öffentlichkeit diskutiert. </p>
